The testicles develop before the birth of a baby and it travels through tubes called as inguinal canals and reach the scrotum by the time baby is born. The reason for the testicles being in the scrotum is to keep them cooler than the rest of the body. The testicles can move up and down in the scrotum and are very mobile. The testicles are very particularly mobile during the time of stress. Undescended testis is a condition where one of the testicle  or both are  not seen nor felt in the scrotum.
